Those five projects were 'mega' projects. They all had troubles. They all finished, but with huge overspend and schedule overrun.
We are asking NNPC to consider their own projects and realise that it's the same with their projects. "We do our best, to ensure they execute well, within time and cost targets". But that means little because 'best' is not the same thing for different people. 
We are suggesting that with any kind of regular review, the project will tend to keep on track. But that with our style of review, with a database-driven communications-enabled system huge tangible results will be possible.
